Head Start Programs Faulted for Failing to Conduct Worker Background Checks

Instructors teaching without criminal background checks. Household chemicals left within the reach of preschoolers. A machete found near a play area, and broken gates leading to parking lots, streets and unsupervised areas.

Those were among the violations discovered at Head Start programs around the country in a report by the inspector general of the U.S. Health and Human Services Department.

The assessment, as The Associated Press reports, was based on 24 audits of contractors running 175 Head Start centers in seven states.  Although that represents just a fraction of the 1,600 entities receiving funds to provide Head Start services to children from low-income families, the audit raises red flags about potentially widespread problems.

The inspector general found that:

  • 21 of the 24 Head Start grantees audited did not comply fully with federal Head Start or state requirements to conduct criminal and other background checks.
  • Nearly 90 percent of the facilities had toxic chemicals labeled “keep out of reach of children” and cleaning supplies accessible to children.
  •  More than half had playground equipment in poor shape, with problems such as protruding bolts, broken climbing apparatuses and elevated platforms without protective guards.

The inspector general recommended that the Administration for Families and Children, which oversees Head Start, conduct onsite monitoring to ensure that centers comply with health and safety regulations. It also called for the agency to determine whether it should seek legislation to require periodic background checks for Head Start employees and amend its policies to require that employees be  terminated if they have been convicted of any form of child abuse.

In response, the agency said it “takes health and safety regulations very seriously and regularly monitors” but added that it will review the suggested policy changes.
