Sunny California, acting to fight skin cancer, has become the first state in the nation to ban children up to age 18 from using tanning beds.
As The Associated Press reports, Gov. Jerry Brown signed the legislation, which was backed by an array of medical organizations and others tied to the health care field, including the American Cancer Society. The new law takes effect Jan. 1.
The measure had been opposed by an industry group, the Indoor Tanning Association, which argued that existing state law is sufficient. The current law keeps tanning beds off limits for children age 14 and under but allows them for customers ages 15 through 17, if they have written permission from parents.
Health activists have sought tighter restrictions on tanning parlors particularly to prevent melanoma, which is the deadliest form of skin cancer and a disease whose risk is raised by using tanning devices.
“If everyone knew the true dangers of tanning beds, they’d be shocked. Skin cancer is a rising epidemic and the leading cause of cancer death for women between 25 and 29,” Ted Lieu, a Democratic state senator who proposed the bill, said in a news release.
Despite the risks, tanning is particularly popular in the state, especially in Southern California. “Girls in affluent California communities especially are surrounded by the message that being tanned all year round is cool,” said Christina Clarke, of the Cancer Prevention Institute of California.
Clarke was the co-author of a study released this year that found elevated rates of melanoma among white girls and young white women in well-off California communities.
Texas previously banned tanning beds for children under age 16. According to Lieu, llinois, New York, Ohio and Rhode Island are considering legislation similar to his bill.
